HOACovenant vs Condo Control: Resident Portal or Violation File

Condo Control is built around resident life and building operations, while HOACovenant is built around the part of community life that turns adversarial and ends up in a hearing.

The short answer

Condo Control is organized around residents and staff in a building or managed community: announcements, amenity bookings, package and visitor logs, service requests and the front desk routines that come with density. HOACovenant is organized around the file you open when an owner will not move the boat trailer. If your residents mostly need a portal and your staff mostly need requests routed, the resident platform is the right first purchase. If your board keeps losing hearings because the evidence is thin, buy the enforcement tool first and add a portal later.

Row by row, how each product handles the covenant violation file: who logs a lot at the curb, how photo evidence and the cited section are held, how notices escalate, and what happens at the hearing and the cure.

On the right is the kind of tool Condo Control is and the job it is shaped around, rather than a list of what it includes at any given price. Software shifts month to month, so read their own pages before you commit. HOACovenant is published by MLJ, SASU and this page is written by Jimenez Julien.

Choose HOACovenant when

  • If your community is single family homes on lots, most of your violations are visible from the street, not the lobby.
  • If your covenants committee meets monthly to review citations, they need a queue and a photo trail, not a bulletin board.
  • If an owner has demanded a hearing, the packet has to assemble itself from the file rather than from somebody's inbox.
  • If you enforce parking, trash cans, paint colors and landscaping, those files are the product, not a side feature.

Choose Condo Control when

  • Your property is a condominium with amenities, deliveries and a front desk that needs a real resident system.
  • Residents are asking for online amenity booking and visitor management more than the board is asking for enforcement.
  • Your staff spend their days routing service requests, and that is where software time would pay back fastest.

Vertical communities and horizontal communities enforce differently

In a condominium tower, most disputes involve shared space and staff already see the problem: a bike in the corridor, a leak from the unit above, a rule broken at the pool. Documentation often starts with an incident report from someone on site, and the resident platform that already routes requests is a sensible place for it to live.

In a detached community, nobody is on site. A violation is noticed by a neighbor complaint or a board member driving the loop on a Saturday, and the entire record has to be created at the curb. That is a different capture problem, which is why HOACovenant is built around a phone, a lot number and a photograph with the address in frame.

Communication tools do not settle a hearing

Announcements, portals and mass email make an association feel better run, and they genuinely reduce the volume of complaints. What they do not do is answer the two questions a hearing turns on: can you show the condition on the date you claim, and did you treat the identical violation on another lot the same way.

Those questions get answered by a file with dated photographs and a searchable history by covenant section. If your board has been relying on the archive of a mass email tool to reconstruct what happened, the first contested case will make the gap obvious.

Buying order for a mixed community

Master planned communities with both townhomes and a clubhouse often want both kinds of software eventually. The sequencing question is which failure costs more this year. A missing amenity booking system costs goodwill and some staff time. A missing evidence trail costs a fine schedule that cannot be enforced and, occasionally, legal fees that dwarf either subscription.

If your association has open violations older than a year, unmatched cure photos or a fine ledger nobody trusts, buy enforcement first. Our Community tier at $89 covers most single association boards, and the Management Company tier at $199 covers a small book.

Questions people ask before they choose

We are a condo association. Is HOACovenant still useful?

Yes, where your rules are enforced against unit owners: balcony storage, satellite dishes, unauthorized alterations, pet rules and parking. What it does not do is run your front desk, amenity bookings or package log, so many condo boards pair it with a resident platform.

Can owners see their own violation history?

Owners receive the notice, the cited covenant section, the cure deadline and their hearing rights on the letter itself. There is no consumer style resident app here, because the product is built for the board side of the file rather than resident convenience.

Does running two systems confuse residents?

Rarely, because they meet each system in a different moment. Residents book the clubhouse in the portal and receive an enforcement notice by mail. Keep your owner address list consistent between the two and the split stays invisible to everyone but the board.

Two products read differently on paper than they do against your own declaration, which sets the cure windows and hearing rights either one has to respect.
